The National Council for Economic and Social Development, operating under the Government of National Unity (GNU), has officially signed an action plan with UNICEF for the years 2025-2026.
This agreement was concluded during the participation of Ali Al-Abed Al-Reda, the Minister of Labour and Rehabilitation, in a ceremony marking the announcement of the outcomes from a project to prepare budget summaries for the social protection, health, and education sectors. The event was organised by the National Council for Economic and Social Development.


The ceremony featured a review of the work accomplished by a national team of specialists. This team included representatives from the Ministries of Labour and Rehabilitation, Social Affairs, Finance, Planning, Health, Education, Higher Education, and Technical and Vocational Education. Furthermore, representatives from the Social Security Fund, Social Solidarity Fund, and the General Health Insurance Fund were involved, working in cooperation with UNICEF.
The event was attended by various prominent figures, including the Undersecretary of the Ministry of Social Affairs, the UNICEF representative in Libya, and the Resident Coordinator and Humanitarian Coordinator for the United Nations Support Mission in Libya (UNSMIL), alongside numerous experts and stakeholders concerned with social and developmental affairs.
