A fact-finding committee, formed by a decision from the Speaker of the House of Representatives, held an extensive meeting at the Council’s headquarters in Benghazi. The meeting was chaired by House of Representatives Member Yousef Al-Agouri, with the participation of Dr. Salem Al-Awjali, Libya’s Representative to the International Criminal Court, the Legal Advisor to the Office of the Speaker of the Council, and the Director of the Legal Department, Ashraf Al-Dous, alongside the Director of the Parliamentary Policy Support and Research Office, Abdul Wahed Al-Lafi.
This meeting comes within the framework of ongoing national preparations to align with the Universal Periodic Review of the human rights situation, which will be presented before the United Nations Human Rights Council.
The committee reviewed the most prominent features of the human rights situation in Libya over the past years, including challenges related to the application of international humanitarian law and the performance of official institutions in this domain. And discussed mechanisms for effective coordination with national and international bodies to ensure robust participation in the upcoming session of the Universal Periodic Review, and to submit independent reports highlighting the House of Representatives’ role in overseeing human rights observance and consolidating the principles of accountability and the rule of law.
They affirmed that this initiative falls within the constitutional and legislative competencies granted to the House of Representatives, embodying the Council’s keenness to effectively represent the nation in international forums concerned with human rights.
