Mohamed Al-Asadi, spokesperson for the UN Support Mission in Libya, affirmed that the roadmap presented by Special Representative Hanna Tetteh constitutes a comprehensive plan aimed at steering Libya toward national elections and institutional unification.
In his press remarks, Al-Asadi acknowledged the complexity of negotiating a new unified government, describing it as both urgent and indispensable. He emphasized that no rigid timeline can be imposed on this process, but noted that the foundational step, restructuring the High National Elections Commission, must be completed within two months. This includes finalizing its board, ensuring financial independence, and strengthening operational capacity, alongside legal reforms recommended by the advisory committee.
Tetteh, in her briefing to the Security Council and televised address to Libyans, emphasized the roadmap’s goal of ending transitional phases and leading to stability. She proposed a 12–18 month implementation window, contingent on goodwill and convergence among stakeholders. She also warned that the UN mission will monitor obstruction attempts and that the Security Council may consider sanctions against spoilers.
