Guterres Urges Inclusive Political Dialogue and Voices Concern Over Libya’s Security and Economic Situation

United Nations Secretary-General António Guterres has issued a report addressing the latest developments in Libya across security, political, and economic dimensions, ahead of the anticipated briefing by the UN envoy scheduled for Thursday.

Security Situation in Tripoli  

Guterres highlighted the clashes that erupted in Tripoli last May and the rapid escalation that followed, describing them as indicative of the fragile security landscape. He called on Libyan parties to refrain from using violence to pursue political aims and to engage in serious dialogue.  

He emphasized the need for armed groups to uphold the ceasefire, withdraw from residential areas, and avoid actions that could reignite tensions and welcomed the efforts of the Presidential Council and other Libyan actors, supported by the UN mission, to stabilize the ceasefire, and praised the role of local leaders and community figures in de-escalating the situation.

Political Process and Elections  

Guterres stressed the importance of launching an inclusive, Libyan-led political process facilitated by the UN, with the goal of holding elections. He noted that the proposals put forward by the advisory committee of independent Libyan experts offer credible pathways that should feed into this process.  

He urged Libyan leaders to rise above narrow interests and work constructively and in good faith to reach consensus on a practical, inclusive, and time-bound roadmap aimed at national elections, institutional unification, and ending the cycle of transitional phases. He also called on international partners to coordinate efforts to reinvigorate the Berlin Process and support progress across Libya’s political, security, economic, and human rights tracks.

Economic Deterioration  

The report expressed growing concern over Libya’s worsening economic conditions, citing rising deficits and unchecked parallel public spending.  

He called for Libyan stakeholders to agree on a national budget, enhance financial transparency, and safeguard the independence of institutions. The report described recent steps toward the technical unification of the Audit Bureau as a positive development that should be swiftly and fully implemented to help restore public trust
