EU and Arab League Endorse Tetteh’s Roadmap for Resolving Libya Crisis

The European Union delegation to Libya and the Arab League have officially endorsed the roadmap presented by UN Special Representative Hanna Tetteh during her recent briefing to the UN Security Council.

European Union’s Position

The EU delegation and diplomatic missions of its member states in Libya welcomed Tetteh’s proposal, praising what they described as a comprehensive plan developed by the UN Support Mission in Libya following extensive consultations with Libyan citizens.

The statement emphasized that the roadmap is built on three core pillars: establishing a viable legal and constitutional framework for presidential and parliamentary elections, unifying institutions through the formation of a new unified government, and launching a structured national dialogue to address key issues, offering a clear path to end the political stalemate.

The EU urged Libyan stakeholders to accelerate initial steps, including restructuring the electoral commission and revising the legal frameworks governing the electoral process. It stressed the importance of a well-organized dialogue that places Libyan citizens at the center of the political process.

In parallel, the EU condemned the reported rocket attack near the UN Support Mission’s headquarters in Libya during Tetteh’s briefing, describing it as an unacceptable act of intimidation.

The EU delegation reaffirmed its commitment to supporting Libya’s unity, sovereignty, and stability, expressing hope for the effective implementation of the roadmap to achieve lasting peace and democratic governance.

Arab League’s Response

Arab League Secretary-General Ahmed Aboul Gheit also welcomed the UN roadmap, describing it as an opportunity that Libyan parties must seize to reach a comprehensive political settlement.

Aboul Gheit reiterated the League’s support for UN efforts to end division and restore stability, stressing the need for continued coordination between the UN mission, Libyan stakeholders, and regional and international partners to ensure the necessary political and technical support for implementing the roadmap. He emphasized the importance of Libyan ownership and leadership of the political process.

He added that the Arab League bears a fundamental responsibility to support Libyans in bridging differences and resuming dialogue, reaffirming the League’s commitment to preserving Libya’s unity, independence, and sovereignty.

Details of Tetteh’s Roadmap

Tetteh’s roadmap is based on three main pillars: establishing a technically sound electoral framework, unifying institutions through a new government, and launching a dialogue that ensures broad participation from across Libyan society.

According to Tetteh, the plan will be implemented through a gradual and sequential process over a 12 to 18-month timeline. It includes restructuring the electoral commission and addressing the factors that prevented elections in 2021.

Following broad support from Security Council members during Thursday’s session, the roadmap has gained further momentum through endorsements from the EU and Arab League, as well as some Libyan officials, though public opinion within Libya remains divided between acceptance and rejection.
