Parliament Moves on Sovereign Appointments Amid Warnings of Migrant Resettlement

Libya’s political landscape is witnessing two parallel developments: renewed parliamentary efforts to resolve the issue of sovereign appointments, and growing warnings over what some lawmakers describe as the “soft resettlement” of irregular migrants.

Parliamentary Initiative on Sovereign Positions
House of Representatives Speaker Aguila Saleh announced the formation of a three-member committee tasked with coordinating with the High Council of State on key sovereign appointments, including leadership of the High National Elections Commission.

This move aims to address longstanding disputes between the legislative and consultative bodies and to align on sensitive appointments that underpin the next phase of Libya’s political process.

Mohamed Maazeb, a member of the High Council of State, welcomed the initiative, saying that closer coordination between the two bodies could help implement the UN-proposed roadmap. Observers expect momentum to build around this file in the coming weeks.

Warnings of Migrant Resettlement
In contrast, MP Jaballah Al‑Shaibani sparked controversy with statements warning of a gradual and quiet resettlement of irregular migrants in Libya.

He accused the Government of National Unity, led by Abdul Hamid Dbeibah, of adopting policies that grant migrants access to healthcare, education, and even official documents—steps he claimed were part of a plan to legitimize their presence.

Al‑Shaibani described these measures as a serious threat to national security and identity, calling for broader public mobilization across cities and regions to halt what he sees as a coordinated effort involving foreign intelligence agencies and domestic actors to engineer demographic and social change.

UN Process Moves Forward
Meanwhile, legal expert and advisory committee member Gaziya Shaiteer told Asharq Al‑Awsat newspaper that the UN-led process in Libya continues to move forward despite challenges. She noted that key stakeholders are currently reorganizing and preparing to adapt to the next phase and fulfill the requirements of the international plan.

A Complex Phase Ahead
Between parliamentary efforts to coordinate sovereign appointments and rising concerns over migrant resettlement, Libya appears to be entering a politically and security-wise complex phase—one shaped by internal pressures and regional and international dynamics. The coming period will hinge on whether Libyan actors can reach political understandings that address sensitive files while safeguarding national sovereignty and social stability
