Dabaibe: We overcame many obstacles in Libya, and a message to Trump: Security solutions alone are not enough

“We have worked hard to overcome many obstacles facing Libyan people, like electricity, development, and stability.”
With these words, Prime Minister of the Government of National Unity, Abdul Hamid Dabaibe, began his speech during a panel discussion on security and stability at the annual World Economic Forum “Davos 2025.”
He emphasized his firm rejection of any foreign interference in Libya’s internal affairs, stressing the importance of Libyan-led initiatives to achieve progress and stability.

  • Libya After the Revolution: Conflicts and Foreign Interventions

Dabaiba highlighted the aftermath of the February 17 Revolution, explaining that Libya entered a period of political vacuum, lawlessness, and absence of governance, which led to internal and external conflicts, and multiple foreign interventions in the country’s affairs.
“After the revolution, we found ourselves in conflicts that destroyed what was left of the state. Libya was nearly empty, suffering from all possible issues, from wars to military polarization,” he said.

  • Development and Services: The Government’s Focus

Achieving stability and providing basic services to citizens has been a top priority for the Government of National Unity since assuming its duties. The government adopted the slogan “No to War, No to Destruction,” and focused on restoring stability and has succeeded in restoring many basic services to their normal state, including improving electricity services and driving development forward.
Dabaiba also noted that the exchange rate gap between the Libyan dinar and the dollar had previously reached tenfold, but the government managed to reduce this gap and restore much of Libya’s normalcy. He thanked the international community for supporting Libya during these challenging times.

  • Three Currents Threatening Libya’s Stability

Dabaiba identified three streams that pose significant threats to Libya’s stability: the military, ideological groups, and supporters of the former regime.
He affirmed that the next phase after achieving stability requires the consolidation of democracy as the primary solution for Libya. He added, “Today, Libya is very close to becoming a democratic state by establishing a constitution, after years of the people being deprived of their right to vote on it.”

  • Foreign Influence and Libya’s Sovereignty

Dabaiba also addressed the foreign influence on Libya, stating that several countries seek to impose their dominance for security and economic reasons. He emphasized that such external interventions primarily aim to serve the interests of these countries at the expense of Libya’s stability.
He said, “Security prevention alone is not sufficient,” and stressed the need to understand Libyan society and its background to achieve real progress.

Libya does not need weapons but rather support for its stability and economy. Dabaiba affirmed that Libya possesses abundant natural and oil resources, and all it needs from the world is genuine investments in its economic resources. This, he explained, would help achieve stability, lay the foundation for a fair constitution, and establish a strong democratic process.

  • A Message to Trump

In the context of Donald Trump’s return to power and concerns over his policies regarding the Middle East, Dabaiba emphasized that Libya’s future is not merely a focus on security and Trump must find true solutions to the crisis. This, he said, would allow Libya to transition to democracy and regain its position in the region.
