The Presidential Council Chairman, Mohamed Al-Menfi, welcomed a statement issued by the Presidency of the Arab Republic of Egypt via his official X account which had called for a comprehensive dialogue among Libyan institutions stemming from the political agreement, with the aim of forging a broad national consensus that would pave the way for long-awaited general elections.
Al-Menfi underscored, in his remarks, that the prerogative to name the Head of Government falls within the powers of the Presidential Council. This authority, he asserted, remains valid until a president is directly elected by the people. This stance is anchored in the amendment to the political agreement between the House of Representatives and the High Council of State, which was facilitated under the auspices of the United Nations Support Mission in Libya (UNSMIL) and subsequently incorporated into the Constitutional Declaration via the Eleventh Amendment of 2018.
This position emerges amidst growing regional and international momentum aimed at bolstering the national reconciliation process in Libya. Such efforts are seen as a preparatory step towards holding presidential and parliamentary elections, ultimately seeking to end the protracted state of division and unify the Libyan state institutions.
