Massad Boulos, Middle East adviser to U.S. President Donald Trump, has disclosed new details about a major energy agreement signed in Tripoli between Mellitah Oil & Gas and U.S.-based Hill International. The deal, worth $235 million, was signed in the presence of the acting chairman of Libya’s National Oil Corporation, Masoud Suleiman.
In a post on X, Boulos stated that the agreement aims to upgrade Libya’s energy infrastructure and boost gas production and exports. Hill International is expected to play a key role in modernizing facilities and expanding output under the terms of the partnership.
The signing followed a high-level meeting between Prime Minister Abdul Hamid Dbeibeh and Boulos, during which they discussed broader cooperation opportunities across Libya’s energy sector.
During the meeting, Dbeibeh presented a comprehensive overview of Libya’s strategic economic partnership plan, valued at approximately $70 billion. The plan includes ready-to-launch projects in energy, mining, electricity, infrastructure, and telecommunications.
