Libya’s acting foreign minister meets investment chief to safeguard frozen assets abroad

Libya’s acting Foreign Minister, Taher Al-Baour, met with the head of the Libyan Investment Authority (LIA), Ali Mahmoud, in Tripoli to discuss ways to protect and manage the country’s frozen assets abroad, amid ongoing UN sanctions dating back to 2011.

The meeting, attended by senior officials from both sides, focused on strengthening diplomatic and legal support to help the LIA preserve and grow its international holdings.

Established in 2006, the LIA oversees assets valued at approximately $68.4 billion, spread across more than 440 companies and 200 properties. Its portfolio is distributed as follows:

– 30% in publicly listed equities  

– 30% in government and private bonds, including Islamic sukuk  

– 40% in term deposits and cash held with the Central Bank of Libya and commercial banks  

In January 2025, the UN Security Council adopted Resolution 2769, allowing the LIA to reinvest its frozen cash reserves in low-risk financial instruments, while maintaining the freeze on both principal and returns.

Ali Mahmoud praised the Foreign Ministry’s support and stressed the importance of coordination between Libya’s sovereign institutions to protect national interests and ensure long-term asset security.
