Libya’s commander-in-chief, Field Marshal Khalifa Haftar, has launched a sweeping military reform plan dubbed “Vision 2030,” aimed at modernising the country’s armed forces and enhancing their readiness to confront regional and international threats.
The announcement was made during a high-profile ceremony in Benghazi, marking the 85th anniversary of the Libyan army’s founding. Senior military officials from across the country attended the event, which featured symbolic tributes to the army’s legacy and its role in defending national sovereignty.
Haftar described the armed forces as “the shield of the nation,” committed to a doctrine of loyalty to God and Country, and historically defined by sacrifices in the fight against terrorism and extremism. He stressed the importance of discipline, continuous training, and operational preparedness as pillars of military success.

The ceremony served not only as a commemoration of the army’s founding but also as a renewal of its mission to safeguard Libya’s future through professionalism, resilience, and strategic reform.
