Libyan Prime Minister Abdul Hamid Dabaiba has expressed support for the preliminary outlines of the UN-proposed roadmap presented by Special Envoy Hanna Tetteh before the Security Council. In a statement, Dabaiba reiterated that flawed electoral laws remain the primary obstacle to holding elections—a point he claims the UN briefing has now validated.
He welcomed any roadmap that leads to national elections and the unification of state institutions, emphasizing that the real test lies in the awareness and free will of the Libyan people. To that end, the Government of National Unity is launching a nationwide consultation to ensure that every citizen’s voice shapes the priorities and steps toward a credible electoral process.
Dabaiba reaffirmed his government’s position: direct elections based on implementable laws are the only viable solution to Libya’s political deadlock. While he endorsed efforts to dismantle parallel institutions under the framework of the political agreement, he warned against using such efforts as a pretext to delay elections.
Highlighting high turnout in recent municipal elections, Dabaiba argued that Libyans are eager to renew legitimacy and move beyond transitional phases. He called on the UN Security Council to actively support the electoral process and hold spoilers accountable, asserting that international backing is essential for building a unified, stable, and democratically elected government.
